Id say dont waste the raid pass should you see an alolan raichu pop up, if you see other people clearly on their phones heading towards it ask if you can join them, but i wouldnt waste the raid pass. Also as others have stated, once you level up significantly and have some higher level pokemon and higher level counters for alolan raichu you can solo it.

I may have a Pokespot close by but it still requires crossing a busy road. The Gym is a mile and half a way and requires crossing a busy parking lot and a busy four way intersection with no sidewalks of walking signs.Really I only be able to do raids when I’m close to one which will be never because all the other gyms happen to be by churches or in some really inconvenient areas. It surprises me that Niantic has never put a Pokespot or Gym at a Walmart tbh.
Yeah one thing that you'll find in your time browsing here is that Niantic has basically 0 support for rural players. Its unfortunate because they would make more money if they did have a way to help rural players, but unfortunately with how they want the game to go there isnt a whole lot that can be done. Try and find an Ingress player maybe and see if you can get some more stops/ gyms added to your area to make it a bit easier to play.
Other than that theres unfortunately not a lot you can do besides maybe going to a nearby big city to play for big events/raid hours. Dude if you desperately want alolan Raichu either get a Freund to help you win the raid or work on your levels instead and get to the point of clearing the raid yourselfOr trade for one but still you would have to level up and get something interesting for the trade itselfPS: if you decide on taking the raid route Pro tip get yourself a Rhydon, it's summer and there's a higher encounter rate for Rhyhorns plus it's 25 candies to evolve it, or use a dark type which is a little bit trickier.
